Summary

Deecon were engaged by Community Fibre to conduct an accelerated procurement programme. The objective of the programme was to source new Build Partners as part of its supply chain, to double Community Fibre’s overall build capacity by Q4 2023.

Situation & Approach

Community Fibre’s (CFL) engaged Deecon Consulting to support their ambition to double their supply chain productivity and reach their target of 2.2 million premises passed by the end of 2024. Deecon designed an Accelerated Procurement Programme to facilitate Community Fibre’s objectives and identify new suppliers.

Our strategic procurement approach included 3 rounds of submissions and 2 clarifications sessions, designed to drive commercial competition, and improve technical responses.

We leveraged our expertise in the telecommunication and infrastructure sector and worked collaboratively with Community Fibre to develop a bespoke Pre-Qualification Questionnaire, Invitation to Tender pack and a detailed pricing model.

Deecon completed the commercial evaluation and cost analysis utilising our bespoke consolidation engine, Deecon-Core. The technical evaluation was completed by Community Fibre, and the scores were moderated by Deecon to ensure best procurement practices were adopted.

Deecon held clarification sessions to provide the tenderers with a collaborative forum to discuss their submissions. During the meeting discrepancies and sustainability of rates were discussed, ensuring alignment.

Deecon evaluated the Best and Final Offer (BAFO) submissions from each tenderer and recommended two new suppliers in a comprehensive Final Recommendation Report. The recommendations were based on the Most Economically Advantageous Tender (MEAT) score.

Results

Stimulated market interest amongst suppliers, and implemented a structured procurement process, which followed industry best-practice, and could be used across future projects
Presented a tailored pricing model, providing granularity at cost components levels
Created a comprehensive Final Evaluation Report with detailed analytics
Recommended 2 suppliers for contract award
